Before learning to drive, you will need to obtain a GB provisional driving licence. Once you have done this, on your seventeenth birthday, you are legally entitled to learn to drive on British roads.

To gain a full licence you will have to pass two tests. Firstly a theory test which contains 50 multiple choice questions followed by a hazard perception test comprising of various video clips where judgment and response time is recorded. Once you have succeeded at this you can take a practical test but only after you have mastered the skills required to control the car and negotiate all types of roads. 

Most people start their lessons before attempting the theory test as much necessary knowledge will be gained during lessons.
